Kathy Riggins relocated to Kentucky from Arkansas with her husband Harvey in 2012. She attended the University of Pine Bluff in Arkansas where she majored in Business Administration. She opened her first business in 1989, a child development center. She worked tirelessly in her community and was a member of the Chamber of Commerce.
